Is India's Aggressive Policy Making Pakistan All Jittery?

Speaking at an event Pakistan's foreign minister Mr Quereshi criticised India for pursuing offensive military doctrines, engaging in nuclear blackmail, rejecting proposals for strategic restraint and refusing to resolve outstanding disputes through dialogue. So the govt of Pakistan thinks that India is posing a threat for them and why is it so?
