Does secularism mean being anti-majority?

Bengaluru: FIRs were filed against shop owners in Bihar for hoisting saffron flags as complaints were lodged saying they hurt religious feelings of others. In Jharkhand, shop owners were forced to remove saffron flags with Vishwa Parishad approval of selling food stuff. Do rules apply only to Hindus?
