Meghalaya horror: 5 construction workers electrocuted to death by low-hanging high-tension wire

Five labourers, engaged in road construction work, were electrocuted by a low-hanging 11KV high-tension wire. The shocking incident was reported from North Garo Hill. Whose fault was it? Are the civic authorities to blame? Should they have taken greater care? Could we have saved the five precious lives?
