External affairs minister Sushma Swaraj raised the issue of terrorist attack in Pulwama district of Jammu and Kashmir in a meeting with Chinese foreign minister Wang Yi on Wednesday. During the Russia-India-China foreign ministers meeting, Swaraj said, "I have come to China at such a time when there is an atmosphere of mourning and anger in India. This is the worst attack against our security forces in Jammu and Kashmir. This attack was carried out by Jaish-e-Mohammed, a Pakistan-based terror organization."

Swaraj said that even after the Pulwama terror attack and the international demands of the community, Pakistan, rather than being responsible, did not accept the claims made by Jaish-e-Mohammed in which they admitted that they carried out the attack.

Swaraj said that the terrible terrorist attack in Pulwama reminds us that all countries will have to adopt a zero-tolerance-policy against terrorism. She said that Pakistan has been refusing to accept the idea of the rise of terrorist organisations in their land and have not taken any action against them.

The government of India decided to take action after the Pulwama attack and adopted a strategy in which no civilians would be harmed, Swaraj stated.

She said that this was not a military operation and no military establishment was targeted. Its purpose was to take action against the terrorist organisation Jaish-e-Mohammed to prevent another attack in India. She also stated that India does not want to see the situation grow and it will continue to work with responsibility and restraint.

Swaraj said that the Indo-China relationship is very important to both the countries. After the meeting between Prime Minister Narendra Modi and Chinese President Xi Jinping, the mutual relationship between the two countries has improved considerably. Swaraj is currently attending a meeting of foreign ministers of Russia, India and China which is being held in Wuhan, China.
