Why does Bengaluru administration undertake road and drain works during monsoon?

Every time there is a rain-related death flashing on TV screens and grabbing newspaper headlines, the authorities from district in-charge minister to city mayor in Bengaluru will come out to defend and make general statements of setting the things right. But in reality, the situation is always grim, especially with regard to civic works.
Bad roads, potholes, incomplete storm water drain works and desilting, all these happen during monsoon in Bengaluru, leaving the public in deep stress. Despite incidents of death and grievous injuries due to civic mess in the past during monsoon, the Bengaluru administration refuses to budge.
