Voices of Delhi streets: Understanding why homeless do not stay in shelters even in freezing cold

Going by an analysis of the 2011 census, there are around 42,000 homeless people in Delhi. The United Nation Development Programme (UNDP) gives the count of 55,955. However, the numbers calculated by studies and surveys of various NGOs are as high as 1.5 lakh.
Many of them prefer not going to the shelters made by the government and NGOs. They turn away the rescue teams of the Delhi Urban Shelter Improvement Board (DUSIB) repeatedly.
Simply constructing night shelters may not be the solution.
