New Delhi: Aam Aadmi Party (AAP) rebel Kapil Mishra explains with the help of inputs from taxi union leaders how the government of Delhi's policy to authorise just one RTO for the sale of mandatory speed governors for taxis has created a black market.

Only a few vendors, Mishra says, have been given the right of production and sale of these governors via Burari RTO. This equipment used to be easily available under the reign of Sheila Dikshit.

The queue of drivers who have applied for the speed governors have turned serpentine, with a waiting period of up to six months. The opportunistic vendors are now exploiting the monopoly of the Burari RTO by inflating the price of the equipment by about three times the cost, the drivers complain.

Further, speed governors make taxis lose out on business when passengers are in a hurry to reach their respective destinations. Finally, acquiring a licence to drive commercial vehicles has turned into a cumbersome process, too.
