The wiped out-militant outfit Al-Umar Mujahideen has claimed responsibility of the attack. Al-Umar is headed by Mushtaq Ahmad Zargar also known as Mushtaq Latram, a Kashmiri militant who was released by the government along with Jaish-e-Mohammad chief Masood Azhar during the 1999 Indian Airlines plane hijacking. The organisation's headquarters is at Pakistan Occupied Kashmir’s Muzaffarabad sector.

As per South Asia Terrorism Portal (SATP), the Al-Umar Mujahideen was founded in 1989 by Mushtaq Ahmad Zargar with the help of recruits from Srinagar and via the support of a Muslim cleric Maulvi Umar Farooq. Since its inception, it is said to have received funding and support of Pakistan’s ISI and the PoK government in Muzaffarabad. This clearly once again shows how Pakistan is behind the cowardly attack by shielding terrorists on its soil.

The Al-Umar Mujahideen (AuM) is a proscribed organisation under the Prevention of Terrorism Act, 2002. The aim of the out is to liberate the Indian State of Jammu and Kashmir through an armed struggle and merge it with Pakistan.

Zargar is a Pakistan trained terrorists who is behind several attacks on security force personnel and a series of murders of the Kashmiri Pandits. Zargar, who is responsible for over 40 murders and was a key figure in the terrorist ascendancy in downtown Srinagar, was arrested on May 15, 1992.
